Panic arises because the computer surprisingly does not work, while you have to be reliable in the workflow right now.

This does not have to be.

linux-meta could be blocked by default especially for beginners in the update manager.

Instead, a screen message can recommend installing the new kernel.

A button on the message would open the usual warning:

The panic phrase could be left out there because the user was warned in time.

If the user later unlocks linux-meta: with each automatic kernel installation, a screen message can still indicate that a new kernel has just been installed, and it could again be reminded of the possibility that an older kernel can be chosen in the Grub. For beginners, Grub could basically be shown at least 3-10 seconds at each start to get used to it. Holding the Shift key at the right moment can be difficult for beginners.
