Permissions for "Reorder and pin items"

Hello everyone,

I created a dashboard for my company and set it as the homepage for everyone. The Admin account is password-protected, so if someone tries to change the settings, they need to enter the password. However, this protection doesn't apply to the "Reorder and Pin Items" feature.

With 120 users in our organization, anyone can reorder items, and it's becoming chaotic with daily changes. I don't want to hide the entire settings menu with "display: none", but I need a better and more elegant solution to prevent users from reordering items.

Does anyone have any suggestions?
