What's MitoZ's real LICENSE?

The repo itself has clarified its license as GPL-3. However, this line is still left blank:

    <program>  Copyright (C) <year>  <name of author>

What's more, when I opened the downloaded targz package, I found an added 'header' on top of the GPL license:

It is under GPL-3. You can do whatever the license allows you to do.

I added that statement because someone used/rewrote my code and published it in a new paper without any acknowledgment.
