PR #297 creates two chores to do at a later time.

• Tighten up the ServiceAccount name test in the ValidatingAdmissionPolicy objects, to look for the suffix "-fma-controllers" instead of "-controllers". Do this after the nobody is using pre-PR-297 code in a shared cluster.
• Delete the files in charts/fma-controllers/templates/policies. These only exist to make Git archaeology easier. Delete them after it is unlikely that anyone will care.
