PD profile: set threshold to valid number when prefix scorer Is disabled

The following update (#253) modifies the PD profile to use a threshold of 0 when the prefix scorer is disabled.
This means prefill is triggered even for small transactions, which can hurt performance.
In this case, although the prefix scorer is disabled, the threshold should still be set to a valid number. However, the warning about the missing prefix can be suppressed using the configuration.
