Default `EPP_TAG` in the kind-dev-env to use latest image value?

Currently hard coded to 0.0.2 which is not picking up the latest.
It is probably safer to set it as script default to the dev-version field value and also warn if EPP_TAG differs from that value (might be user intent, but would be useful to highlight when it deviates)

It is important to note that the .version.json file contains the version id of the next version that will be released, not the last one so any computations should probably take that into consideration.
Also, we need to decide whether the default is the previous patch level or previous minor level in the version. Currently it should be patch level

We no longer use .version.json - consider using latest GH release of llm-d-inference-scheduler as the default instead?

Should coordinate this work with any left over references to DEV_VERSION and PROD_VERSION in the Makefile (see #137)
Ultimately, same methods should be used to pick up the latest values when using upstream images without code modifications.

EPP_TAG currently defaults to dev. dev is the default tag used when building the EPP's image locally.
