CI/CD for PVC Evictor Docker Image

Current Situation

• PVC Evictor is implemented in PR PVC Evictor #215
• Current image is hosted on Quay.io: quay.io/pvc-evictor/pvc-evictor, publicly pullable without authentication
• Image builds are currently manual - if code changes in the PR break the build, there is no automated signal

Proposal

• Set up GitHub Actions to automatically build and push the PVC Evictor image when files under kv_connectors/pvc_evictor or kv_connectors/llmd_fs_backend/llmd_fs_backend are modified
