Adding RAJA AGENTS/skills files

We should create an AGENTS.md file and a working list of skills for AI to use when working with RAJA.
Skills can be developer focused (helping developers implement feature requests or build/run tests for code review, living in the RAJA repo) and user focused (helping users who might need to edit a RAJA tpl in their app, living in the RAJA install).

A list of possible skills:

• Telling Codex to start with a global thread index for nested loops before trying to optimize with some kind of round-robin threading index (or other strategy)
• Telling Codex that vetted cmake build commands are located under scripts/lc-builds/....

Please add more as you think of them!

Not sure what you mean by "nested for-alls", but RAJA does not alow that, in general.

You're right, I'm just thinking "nested loops" - when you translate that to a RAJA for-all or RAJA launch, you have to use a policy for thread indexing. I've found it's best to at least start with a global indexing strategy before trying to do fancier threading optimizations.
