Add support for Caliper performance data collection

We want shared pipeline to offer the option to produce performance reports for projects which have implemented Caliper instrumentation.

Possible experimental candidates:

• Quandary
• RAJAPerf

Tasks

• Define desired output
• Add capability in CI for test projects (quandary or RAJAPerf)
• Define requirement to make the feature generic enough
• Move capability to Shared CI pipeline

Quandary (main branch) currently has a performance job on ruby that runs in the perf-test stage. See also the Quandary GitLab pipelines. This runs using pytest-benchmark and sends tests results to GitHub, where they are compared against/ added to dashboard using the GitHub Benchmark Action.
