`hipErrorInvalidDeviceFunction: invalid device function` on tioga/ rzvernal

C++ exception with description "scan failed on 2nd step: hipErrorInvalidDeviceFunction: invalid device function" thrown in SetUp().

so the rocm device code isn't compatible with rzvernal

prob need to change a compiler setting

now that we don't test against tioga/ rzvernal, something about our HIP setup isn't compatible with those machines. maybe enzyme is the problem? needs more investigation.

its possible this issue is contained within tribol but im not sure yet.

the error above (hipErrorInvalidDeviceFunction) occurs in tribol's redecomp mass matrix 2 rank test.

smith also fails. for example parameterized thermal test gets a strumpack ZERO_PIVOT error

im going to see if rebuilding tpls on rzvernal (rather than using rzadam's) resolves the issue(s).
