Python files should explicitly be enumerated in installer cmake files

Rather than copying all files under a sub-directory like test, the files should all be explicitly listed in the cmake file (SpheralInstallPythonFiles.cmake) and then perhaps avoid having to list them twice for tests by generating the ats file at config time.
