deps: fix open dependabot alerts (#5, #6, #7, #10, #11, #14, #18, #19, #20, #21, #22, #23, #24, #25, #26, #27, #28, #29, #30, #31, #32)

Re-resolves yarn.lock to pull in patched transitive dev deps within
existing semver ranges, and bumps @typescript-eslint/{parser,eslint-plugin}
from ^6.7.0 to ^8.0.0 so typescript-estree no longer pins minimatch@9.0.3.

All alerts were dev-scope ReDoS in transitive build/test tooling. No
runtime dependencies, no published-API changes, no change to the
supported TypeScript floor or runtime targets.
