feat: introduce monitor for uptime of fleet and WSS connection

Description

This task is for introducing some monitoring of the fleet for it's uptime and WSS connection available.

Proposed Solution / Feature Design

We should be able to automatically see if the fleet works and be notified in Discord if it is down.

We have Uptime Kuma integrated into Waku Discord. Closing as done.
