feat: implement recovery mechanism when node reaches 0 connections

Description

This is a needed feature to ensure that when node reaches unhealthy amount of peers - it triggers some recovery mechanism.

Implemented ConnectionLimiter that will re-dial known peers.
Present mechanism is MVP and needs improvements in future.
