bug: fix handler registration of Filter

Description

We get following weird log in js-waku

Expected Behavior

Tho it doesn't affect functionality it seems - it should not happen.

After 1h investigation I see that this was resolved with #2433
Problem was with double initialization of Filter stream on Libp2p
