feat: expose dialer options from connection manager config

Description

A lot of assumptions are made in Dialer, we need a way for external configuration in case there will be a problem during usage and some mitigation would be needed

User Story

• As a developer I want a way to configure underlying processes, so that I can mitigate problems that happen in run-time.

Proposed Solution / Feature Design

Expose max paralle dials, cooldown to recent dial, cooldown to failed dial.
