feat: improve peer exchange discovery speed

Description

During work on #2477 it was discovered that PX discovers peers in a slow, prone to errors approach.

Proposed Solution / Feature Design

We should:

• improve discovery speed by querying max number of peers allowed
• remove usage of not needed timeout queries via periodic re-querying of connected peers
