As discussed in Discord. The value of this deliverable is much lower now that we are moving forward with a new Chat protocol stack.

There is still some value in it as it can help with bandwidth usage. But we already discussed that due to the current chat protocol, we have to set a high rate limit to not impact UX.

Further, the estimated effort has increased as we haven't landed on a solution that both Status and Waku team agree on.

Hence, let's close this deliverable and stop the work here as the effort/impact ratio is too high (effort).

A new solution is to be done directly in the new chat sdk, as stated in proposed FURPS:

S1. Messaging integrates RLN-like rate limit, limiting outbound messages per epoch.
