Posts and Threads should support @Mentions of other users

- @Mention should create a link to the other user's profile page
- Users should be able to specify whether or not they are notified about mentions in their Notifications page.
- Once the post is saved, the users are notified

Note: we should really implement a notification system for the forum, also, that will display a history of things like mentions, new badges earned, etc.
