[qemu] QEMU's `sram_ctrl `does not connect the lifecycle controller `HW_DEBUG_EN` feature

Description

A dependency of #27932.

The lifecycle controller's HW_DEBUG_EN broadcast connection is used instead of the SRAM ifetch / execution enablement CSRs in the SRAM controller if the OTP SRAM execution field is not set as enabled. This link is not implemented in QEMU, likely because it isn't clearly documented anywhere. This should be implemented in the QEMU model to allow emulation of provisioning flows.

This was implemented by lowRISC/qemu#311 on the QEMU side which should be pulled in by the next release bump on the OpenTitan side. This means it is not available in OpenTitan yet, but I will close this issue as the QEMU implementation is done and it should be pulled in as a future PR for the QEMU provisioning work.
