Web UI: WMS task report progress bar misses "running" tasks.

The WMS task progress bar is very handy, except it doesn't seem to show "running" tasks. E.g. in this case, the were 3 finished tasks, 1 pending task, and 181 running:

I've discussed WMS task progress with Eric before and we agreed that the progress will show n_succeeded as the sum of n_succeeded tasks from all entries in the report, however, all other task type progress, i.e. n_running will be the n_running tasks from the last entry of the report

Is that how it should be calculated
