Unavailability from Russia

Summary

When entering the website from Russia, it's loading very slowly. After the load, there is no style or images on the page, html elements only.

And I think it's problem not only in Russia.

Steps to reproduce

Maybe, change the region to Russia?

Edit2: I should say that while the above link did look legit at the time of posting, I don't speak Russian, nor know the server operator (they are not official in any capacity despite the domain name), nor whether the page's contents have changed.
