Infotip: visual indicator for presence of infotip

Currently, we cannot identify if infotip is present on text, either in the editor or the frontend. We would like to have some form of visual indicator. For now, we can have a simple dotted line, which is subtle. Later, we can introduce more control.

We can keep the indicator in the editor always on and for front-end opt-in!

@ajitbohra , Let me know if this works:

1. Have an ability to switch dotted underline on or off for editor + frontend
2. Mark the infotipped anchor text light gray, only within editor, so that it is visible when we turn off underline.

Keeping this open for now. Based on feedback on #49, we need to find a better way to highlight the anchor text within editor.

@ajitbohra - Wanted to know if the icon and the underline, as they exist now, are sufficient visual indicators? Accordingly we can close this issue as resolved via #50 , or keep it open for further discussion. Thanks.
