Infotip: Fix offset for new infotip overlay in editor

Description

Whenever we create a new infotip, the editor shows a preview of the overlay. The overlay does not seem to respect the offset correctly, and overlaps the anchor text. It however corrects itself, if we save changes and reload. ( and on published view too )

Spotted while working on #50

Steps to Reproduce

1. Within the editor select any text and add the Infotip format to it
2. Type some text and observe that the tooltip overlay overlaps the anchor text.

Expected Behaviour

The infotip overlay should show the required offset.

Noting a couple of details of this behavior.

1. The infotip appears misaligned when we add it for the first time. If we save the changes and refresh, it appears correctly.
2. The infotip seems to get added correctly on a paragraph block having another infotipped text, with correct alignment. ( that is it was saved earlier and refreshed. However in the same view, if I add the format to a text in another block, the issue persists

Since Gutenberg core uses Floating UI too, I tried looking for issues related to positioning and found this one that may be similar to what we have here.
