"Clear Filters" Button Resets User's Page #1079

What issue are you seeing?
When on the /deparments/<department_id> page after paging through at least once, when I click on the "clear filters" button the page that I was on is lost because the page is also cleared. I can see how this would be good when a user does actually select a filter, but maybe the best solution to this may be to just disable the "clear filters" button unless there are filters selected?
