Allow bulk upload of officer images for LAPD

It would be great if OpenOversight would support a bulk import of LAPD headshot photographs. These are over 9000 photographs of LAPD officers obtained via public records request by journalist Ben Camacho and subsequently published by Camacho in March 2023 and the Stop LAPD Spying Coalition on watchthewatchers.net. The image file names contain the 5-digit LAPD serial number of the respective officer, which is also the OpenOversight "unique internal identifier" for LAPD. So for example the image MOORE MICHEL, R - # 23506.jpg is the headshot of former LAPD Chief Michel Moore, serial number 23506: https://openoversight.com/officers/92241

I'm happy to assist with importing them or any coding should help be needed.

The source of the images is the dataset published by Camacho, with some data cleanup: Approximately 30-ish file names (0.3%) were incorrect in the original records release in that the serial number did not match the officer name. I have corrected these issues in the GitHub repository linked above, largely based on unique name matches in other LAPD rosters.

The image quality varies, and some of the images appear to be many years old.
