Can't drag entire tree item, only title

Describe the bug
I can only start a drag by clicking and dragging the title of the item. Dragging elsewhere on the item does nothing.

1. Click and hold on an item (not the text of the item)
2. Drag
3. Nothing occurs

Expected behavior
Clicking and dragging anywhere on the item should initiate a drag.

Replicable in Firefox, but not in Chrome.
