[BUG] Start Page+ does not load automatically in second instance of Visual Studio if a solution was loaded in the first instance

Firstly, I'm not sure if this should be a bug or a feature request but here it goes.

When I open Visual Studio Start Page+ shows and it hides as soon as I open a solution. That's perfect because I have both Hide Windows on Solution Load and Show Window on Solution Close set to true as shown:

But here's the issue, if I open a solution and then start a second instance of Visual Studio there is no Start Page+ loaded and that makes me sad. lol

The reason I think this is more of a bug is because if I open the second instance of Visual Studio before I open a solution then Start Page+ does show, as expected.
