Build failure on 3.3.0

It seems there's been some dependency changes and now they're being resolved to an incompatible set.

3.3.1 should have the correct import paths

This isn't resolved, I'm still seeing the same failure on 3.3.1. The podman/selinux (and maybe incus?) dependencies are resolving a too-new filepath-securejoin version, which is incompatible.

I don't understand what go is doing here, but see #979 for a repeatable failure.

The build instructions say to use make because that then picks up the GOFLAGS env variable which turns off a whole bunch of build tags affecting Docker packages. Without that, you end up having a dependency on a whole bunch of cgo stuff as well as apparently broken dependencies.

You can also pass the tags directly to tweak the dependencies, that should work the same though be more brittle in case something changes in the Makefile down the line.
