Allow restore of cluster member without migrating VMs #2685

Is there an existing issue for this?
- There is no existing issue for this feature
What are you currently unable to do
When restoring a cluster member, all VMs are migrated back to the host.
There is no option to prevent that.
The UI features such an option but it does nothing.
When there is a problem with Live-migrations, this make restoring a cluster member hard without breaking many VMs.
What do you think would need to be added
A parameter to not migrate VMs back on incus cluster restore
