Current behavior

Adding two physical type NICs to a VM causes it to fail to start with an error like the following:

Expected behavior

The VM starts.

Steps to reproduce

1. Create two physical networks with one parent on different VLANs.

$ incus network create vlan.test1 parent=enp3s0 vlan=11 --type=physical

2. Create a VM and attach the networks to it.

I've done a quick festive debug session on this, and it looks like it may just be a one-line change of Start and Stop in internal/server/device/nic_physical.go -- the conversion to a bridged device uses the device name d.inst.Name() instead of d.name on init/load:

I don't know if using the instance name here was intentional (#1735 and #2130 for context for the original commit) but I made a build with it changed to d.name and it appears to work okay. If you'd like I'm not averse to sending in a PR for this with some tests (if it's worth the effort for the size of change...!)
