Current behavior

It's possible to create a forward or loadbalancer on a OVN network B with a listening IP address of another unrelated network A.
This takes the possibility of network A, to point any ports to an instance in its network.

Expected behavior

Creating a forward or LB with a listening IP address that is already the external ip address of another network should not be possible.

Steps to reproduce

1. Create network A, remember the external ip address that was assigned to the volatile.network.ipv4.address key
2. Create network B
3. Create a forward on network B with the listening IP equal to the external address of network A
4. Attempt to create a forward on network A with its own external IP
5. Observe validation error

Slightly similar to #3074 , we should include a check if a forward/LB listening IP is already in use by another network, excluding the network the forward/LB is attached to.

Not sure if this affects bridge forwards as well, as the logic there is different.

I can do a similar fix for this one but unfortunately not in this release.
