How to arrange content?

Hi, I'm having some trouble and I'm hoping you might be willing to advise me. My site is really simple -- 2 pages! But I can't get the second page to load.

I have two tabs which look OK:

I have config.toml as

mainSections = ["portfolio", "art"]

[menu]

  [[menu.main]]
  name = "portfolio"
  identifier = "portfolio"
  weight = 100
  url = "/"

  [[menu.main]]
  name = "art"
  identifier = "art"
  weight = 200
  url = "/art/"

and I have the content/ folder as:

│   ├── art
│   │   └── index.md
│   └── index.md

But what I'm seeing is the the art page (localhost:1313/art/) does not reliably show up. Sometimes the hugo server shows it to me, and other times it returns a 404. When I deploy to GitHub pages, it's a 404.
