essential steps unclear (beginner)

Good evening everyone, I am attempting to get the Anatole theme up and running and it is unclear to me where in the process the essential steps guide begins. Am I supposed to clone the repo into my themes folder after creating a new site with hugo or am I supposed to jump immediately into the initial 2 commands in the tutorial.

When I do this it is unclear what it actually does. I realize this is likely a silly beginner question but I love the look of this Theme and would like to use it for my personal website.

So far I have created a new site in git bash within my hugo folder called hugo_site. When I run the initial 2 commands with my github account and blank repo as the target they run and I can run serve but nothing shows up in my templates folder. I feel like I am missing something and cannot find any support anywhere on youtube or this discussion area.
