Batch file goes this far, no further

I've tried Opcore-Simplify on my laptop and it stops at this point every time:

All requirements are already installed.

I tried it on two different laptops and got the same result. My target laptop is a Dell Latitude, i7 processor, 32GB memory, 1TB HDD with more that 500GB available.

Any help or suggestions appreciated.
