When Maxmind doesn't know the city for an IP, city remains blank #71

In our limited testing, I have so far come across two instances where apparently Maxmind didn't have a city registered for a server IP address, and hence the "City" field is left blank in the Locate registration. This in itself isn't a huge problem, necessarily, but it does appear to cause a UI issue with IST where the server location is blank:

When Maxmind doesn't know the city, there should probably be some sort of fallback, like IATA, or at least the most granular bit of geo data that Maxmind did have.
