how to on demand transcoding to the lower resolution when we have the high resolution hls/dash source

In our use case, we will convert the video(mp4 format) and transcode to 1080p with dash and hls output.
In order to save the cost, we only store the highest(like 1080p) version, when there is lower request, we want to transcode the highest(like 1080p) to target resolution in stream.

You could just define the other versions that needs to be transcoded and then you would need either custom server it front of that, that adds the highest quality from a different source or you would need to modify go-transcode to include it there.

my thought is that i want to contribute this or modify this project which can meet the request.

Do you have any suggestions for that? and we can reuse some scripts in this this project to on demand transcode the high quality fragment mp4 files to low quality fragment mp4 which fit the hls or dash protocol.
maybe we do not need to transcode all of the fragments, if we only need the some range of the video and we only select these segments to be transcoded
