Buildkite pipeline is broken, which is blocking all PRs from being landed. Buildkite agents used to run on AWS queues, now we need to migrate to GCP queues. After pipeline migration, we need to make sure all pipeline steps are passing as well.

We need to modify .buildkite/pipeline.yml to use GCP.
