Close the rule watcher for a service once the service is tombstoned #94

Right now the rule watcher is not closed when the service is tombstoned, it only gets closed when the namespace watcher receives another update, we should probably close the rule watcher as soon as it realize the service is tombstoned and it has received the latest update on rules.
