Cart Price Rules for Not Visible Individually product not work

Preconditions and environment

• Magento version 2.4-develop

Steps to reproduce

1. Create Not Visible Individually product without assign any category
   

2. Create Cart Price Rules with discount (example: test) , add condition Category is not 20
   

3. Create order in admin, apply discount test, it show error: The "test" coupon code isn't valid. Verify the code and try again.

4. Change visibility product to Catalog, Search

5. Create order in admin, apply discount test, it success apply

Expected result

Coupon apply success when product Not Visible Individually

Actual result

Coupon not apply when product Not Visible Individually

Verified the issue on Magento 2.4-develop instance and the issue is reproducible.Kindly refer the screenshots.

Steps to reproduce

• Create Not Visible Individually product without assign any category
• Create Cart Price Rules with discount (example: test) , add condition Category is not 20
• Create order in admin, apply discount test, it show error: The "test" coupon code isn't valid. Verify the code and try again.
• Change visibility product to Catalog, Search
• Create order in admin, apply discount test, it success apply

When we set Product visibility to Not Visible Individually Coupon is not applying.

When we change Visibility Coupon is applying.

Hence Confirming the issue.
