Admin Html - local language Static files not deploys

Preconditions and environment

• Magento version ‎2.4.6-p4
• Anything else that would help a developer reproduce the bug

Static files not generating for local language.

Steps to reproduce

1. Navigate to stores / general set local to diferend language from us
2. deploy admin static file

Only us language deploys

3. To fix issue set admin user Interface Locale to frontend language !

after set local language to frontend language

Expected result

Static files should also be generated for admin with front endlocal .

Actual result

Static files not been generated for localized install, don't force admin user to change interface language!

Verified the issue on Magento 2.4-develop instance and the issue is reproducible.Kindly refer the attached screenshots.

Static files is not generating until when we set locale to that particular language.

Hence Confirming the issue.
