Holistic Room Assignment Workflow

We need to support late requests, approvals, re-requests, etc.

After the room request deadline additional changes should be put in a queue that stops approves. From then on, when stops approves a request change they get the option to either extend the room to match or pull the person out of their room.

Stops should also have a simple interface to veto room approvals without changing departmental approvals.

This came up in LAN as they are going back and forth between having people sign up for shifts and being approved to be present for the shifts. We should probably use a global toggle similar to Uber?
