Over on [Whirlwind](https://github.com/mainmatter/whirlwind-chat) we had a need to create a binary embedded migrations for use in deployment for heroku. [Here](https://github.com/mainmatter/whirlwind-chat/pull/335/files#diff-55558c951ec28ae907e7936bd52893111f8bfd35dc5dab863e625b3d84b1655cR235) we add a `compile-migrations` feature.
