Sample YAML file for phg_environment.

I am wondering if there is default settings to build & load PHGv2?
Set up the PHGv2 Conda environment:

phg setup-environment --env-file phg_environment.yml
It would be great if an example of phg_environment.yml can be added for a minimum test.
