Ipatool incompatable with windows? #417

What happened?
Hello, I was trying to get an app license through ipatool, but i got this error when i tried to run it. when i run it through command line instead, administrator or not, i get a pop up saying that "this app cant run on your pc." is this just my computer or is it a known bug? i've already tried running other commands and i get the same error. i also updated my pc and it didnt make a difference.
