`makedeb` package is incorrectly receiving updates

The `makedeb` package is incorrectly receiving updates in the Prebuilt-MPR repository due to it already being installed in the CI runner's Docker image from the main makedeb APT repository.

We need to modify the [update checker](https://github.com/makedeb/prebuilt-mpr/blob/main/.github/workflows/get-update-targets/action.yml) to handle this.
