Support for ISEA3H/9R, IVEA3H/9R

Would you consider implementing support for ISEA3H/9R and IVEA3H/9R (similar to ISEA, but avoiding the cusps by using the projection described in Slice & Dice 2006)? These follow DGGRSs described in Annex B of OGC API - DGGS ( https://docs.ogc.org/DRAFTS/21-038r1.html ).

We just published a Python package of DGGAL (https://dggal.org / https://github.com/ecere/dggal/ ) on PyPI ( https://pypi.org/project/dggal/ ) if you're interested in leveraging our library (BSD-3-Clause license).
