Disable dependabot JupyterLab updates #298
Description
Disable dependabot JupyterLab updates since it updates them one by one whereas it'd be nice to update them all in one go.
In additional it'd be nice to update the cConda and Python requirements files at the same time as bumping the versions in package.json.
