[Bug] Empty first dynamic workspace is kept

With dynamic workspaces enabled, if first workspace is empty is still kept.
Other empty workspaces get removed.

Having the same problem, I found that it's this process that's creating a transparent window:

ps ax | grep gjs
...
  21457 ?        Sl     0:00 gjs /home/<uer>/.local/share/gnome-shell/extensions/peek-top-bar-on-fullscreen@marcinjahn.com/dummy-window.js
...

when I turn off the extension, I see that the window is destroyed immediately and the workspaces go back to acting like normal.

Yes, this extension creates the dummy window to force the top bar to appear. It’s a hacky workaround.
