change `Glimpse: Configure` command to reload glimpse config

To reload glimpse configuration, at the moment you need to restart VSCode.
Change the configure command to also reload the glimpse configuration after opening the file.

In this way, users can run Glimpse: Configure:

• the first time to open the config file
• the second time to reload the configuration
